TDG performed certification and accreditation services for the Federal Motor Carrier Safety Administration (FMCSA) Vision and Diabetes Exemption Program System (VDEPS) developed an operated by MANILA Consulting Group, Inc.
The purpose of the FMCSA VDEPS is to track the records of commercial motor vehicle operators who have applied to FMCSA for an exemption, allowing them to continue to drive despite having a vision problem and/or using insulin to control diabetes. The operators submit information to DOT FMCSA through various methods, including mail, e-mail, and fax. The majority of the information is received directly by DOT by mail. A small percentage of the information submitted by fax and e-mail is delivered to the FMCSA DOT in Washington, D.C. and then picked up by MANILA staff twice a week. Once the information is transported to MANILA’s Beverly Road office, it is separated by program, dated, and entered into the FMCSA VDEPS. The information is then given to the reviewer responsible for that applicant’s application package. E-mailed and faxed information is handled in the same manner as information received by mail.
FMCSA VDEPS has two applications, the Diabetes Exemption Database Application (DEDA) and the Vision Exemption Database Application (VEDA), which are housed on the network file server (MANILA-FILE) and used to store and retrieve information. These applications are supported by the MANILA LAN/WAN, which provides access to the systems.
In a compressed timeframe, TDG conducted the C&A effort and working with MANILA developed a complete C&A package for delivery on the system – no prior C&A documentation existed. This included a NIST 800-37 compliant documents that met Department of Transportation security requirements. It also included development of a full suite of Standard Operating Procedures for all NIST 800-53 rev3 security families. Follow-on T&M work supported MANILA conducting a full Privacy Impact Assessment, a System of Records Notification for the VDEPS system, and all required supporting documentation for a privacy system of records.
