RMF Step 4 – IPAS
TDG performed the USDA Risk Management Framework Step 4 certification and accreditation services for FNS for the Integrated Program Accounting System (IPAS).
The USDA relies on its information technology systems, including the Integrated Program Accounting System Application (IPAS), to accomplish its mission of providing cost-effective and reliable services to the USDA, other Federal agencies, and the public at large.
IPAS is the primary information management system for the financial management of Food and Nutrition Service (FNS) program and administrative funds. The major subsystems comprising IPAS support the following major financial functions:
• Program Accounting - provides for FNS accountability for expenditure of Federal government funds.
• Program Management - provides for definition of program goals and requirements for Federal funding.
• Grants Management - provides for administration of program grants.
IPAS is operated by FNS’s Financial Management (FM), Program Accounting Division (PAD). Users access IPAS from the FNS National Office (NO) facility in Alexandria, Virginia, and the seven FNS Regional Offices (RO’s). There are approximately 100 IPAS users, about thirty of whom are located at the NO and ten in each of the seven RO’s. Other users include occasional FNS users or contractors who perform application programming and maintenance. Regional users primarily perform data entry and grants management functions, while NO users are involved in data entry, program management, and application maintenance activities.
