RMF Step 4 – STARS II
TDG performed the USDA Risk Management Framework Step 4 certification and accreditation services for FNS for the STARS II system.
STARS II deals primarily with the food benefit redemption process and the monitoring of the retailer organizations that redeem the benefits. The benefit redemption process manages benefit redemption for nearly 26 million recipients, 164,000 retailers, 10,000 financial institutions, and 38 Federal Reserve Banks. FNS is responsible for monitoring the retailer redemption activity and the financial institution deposit activity; for ensuring the reconciliation of coupon redemption data to coupons processed and destroyed and to debits applied to the FNS redemption account; and for reviewing State household certification procedures and records. The STARS II System supports the benefit redemption activity, retailer authorization monitoring and investigation of retailer participation, withdrawal, and disqualification of stores.
TDG conducted the RMF Step 4 Security Assessment and Authorization (SA&A) using the USDA RMF process. All RMF Step 4 steps were completed on time and within budget.
