As of 2016, TDG has eleven active prime contract awards. Seven of these are prime contracts that TDG has competitively been awarded and four contracts are through two joint ventures – DV United, LLC and T4, LLC. Highlights for the contracts are provideded below.

TDG Prime Contracts

  1. GSA IT Schedule 70 – TDG was awarded our GSA schedule contract in 2007 and are currently in a five-year extension of that contract to 2017. As well as being the basis for the two Blanket Purchase Agreements (BPA) identified below, we also provide one-off procurements under our schedule 70 contract via GSA eBuy. For example, in 2015 we completed security assessments for Department of Labor’s Job Corp and the Mine Safety and Health Administration, and were awarded an ongoing contract with GSA’s Office of Inspector General (OIG) to conduct a readiness assessment of the assessment and authorization process for OIG’s general support system and minor applications.
  2. USDA APHIS BPA – In April of 2013, TDG was awarded a two-year Blanket Purchase Agreement (BPA) to supply Security Assessment and Authorization (SA&A) Risk Management Framework (RMF) Step 4, (Formerly C&A Phase 2) security support services to the Animal and Plant Health Inspection Services (APHIS). In July of 2015, TDG was competitively awarded the follow-on BPA to provide the same services for the next five years for APHIS. The new contract’s scope was expanded to include continuous monitoring and continuous diagnostics and mitigation (CDM) support. The BPA has a $500,000 annual ceiling, $2.5M over the period of performance.
  3. USDA FNS BPA – In September of 2013, TDG was competitively awarded a BPA with the Food and Nutrition Service (FNS) to provide support services to assist the Office of
    Information Security (ISO) in its daily operating procedures and special projects.
    Support includes creation, planning, assisting and/or conducting training for security initiatives. Support is provided for audits conducted within the Agency as well as internal and external security data calls as well as creating and modifying Standard Operating Procedures, Handbooks and Guidelines. TDG’s awarded BPA price ceiling was $5.4M.

  4. FAA eFAST – In 2011, TDG was awarded the five-year Electronic Federal Aviation Administration Accelerated and Simplified Tasks (eFAST) Master Ordering Agreement (MOA) in six of eight functional areas for: air transportation services (ATS), business administration management, engineering services, computer systems development, computer systems support, and documentation and training. Under eFAST, TDG is providing support services as a subcontractor to the FAA Headquarters in the areas of security assessments, privacy, and continuous diagnostics, and mitigation (CDM). The subcontract has a ceiling price of $10.9M over the five year period of performance.
  5. Tennessee Valley Authority (TVA) – For the Tennessee Valley Authority’s Raccoon Mountain Pumped-Storage Plant (RPS), TDG provided planning and management support for the Phase 0 assessment of transformer safety and cable replacement project for RPS. Additionally we provided the planning and management support for the Phase 1 assessment of TVA’s Wilson Units 1-4 Hydro Modernization (HMOD) Assessments and other HMOD support at Tennessee Valley Authority’s River Operations Hydro Plants. This ongoing support effort has generated ~$1M in revenue.

TDG Joint Venture Contracts

TDG is a member-owner of two SDVOSB limited liability company joint ventures (JV). TDG’s CEO was the founder of DV United, LLC that has been in operation since 2005. TDG provides the chief information security officer for the other joint venture -T4, LLC.

  • DV United, LLC – DV United was initially formed in 2005 to pursue GSA’s VETS Government-Wide Acquisition Contract (VETS GWAC) – ten year, $5B ceiling GWAC. TDG’s CEO performs as the COO for DV United and TDG performs all the back-office functions for DV United. DV United was started with nine small businesses and currently operates with 26 member small businesses within the joint venture. The DV United’s accounting system has been reviewed by DCAA and found to be acceptable for Cost Plus Fixed Fee contracts. Under the leadership of the COO, DV United has developed over $20M in business and over the past nine years has been awarded the second largest number of task orders under VETS GWAC. In 2012, DV United expanded the LLC’s contract base by bidding and being awarded small business (SB) and SDVOSB contracts ($20B contract ceiling) under the National Institute of Health’s CIO-SP3 contract. A major DV United CIO-SP3 win is an active contract ($6M annually) with DHS’ United States Custom and Immigration Service (USCIS) to provide Flexible Agile Development Services (FADS). DV United is providing four Agile development teams under the executive management of the COO.
  • T4, LLC – T4 was formed to pursue the Army’s Information Technology Services – Small Business (ITS-SB) and T4 was awarded a five-year contract in 2011. The ITS-SB contract provides a range of services and solutions necessary for the Army to satisfy its support of the Army enterprise infrastructure and infostructure goals with information technology (IT) services within CONUS. The scope of the effort encompasses Electronic Product Environmental Assessment Tool (EPEAT) Services, Information Assurance, Independent Verification & Validation (IV&V), Migration / Integration IT Services, and Warranty and Maintenance Services. The contract has a $400M ceiling.
